The reserve system was a product of the colonial drive to “civilize” Aboriginal peoples by introducing them to agriculture, Christianity and a way of life based on private property. In the 1960s, what was then Indian and Northern Affairs Canada (INAC) implemented a housing program to help support the development of reserves. Today, INAC’s current approach to On-Reserve Housing continues to operate largely from the same foundation established in that period.
The result of this is that many on-reserve communities are plagued by a host of challenges, including inadequate and overcrowded housing. Overcrowding can lead to a number of negative health outcomes, including a higher risk of mould. And the rate of new home construction has often failed to keep pace with population growth.
Despite the difficulties, some reserves remain thriving. In some cases, these are urban reserves—reserves in or near Canada’s larger cities where people can access services and jobs that they might not be able to reach on the reserve.
